Yes. The US taxes based on citizenship. US is one of the only two countries in the world that does so. You must file a US return every year regardless of where you live. However, between the Foreign Earned Income Exclusion and the Foreign Tax Credit, most expats in moderate or high-tax countries end up owing nothing to the IRS. The obligation is to file not necessarily to pay.
FBAR, also known as FinCEN 114, is required for any US person whose foreign bank and financial accounts exceeded $10,000 in aggregate at any point during the year. Aggregate matters so multiple smaller accounts can still trigger the requirement.
The IRS Streamlined Foreign Offshore Procedure was designed for many Americans abroad who did not know they still had to file. If your non-filing was non-willful, you may be able to file 3 years of returns and 6 years of FBARs with zero penalties.
The Foreign Earned Income Exclusion may allow qualifying expats to exclude a portion of foreign earned income from US tax. Qualification usually depends on either the Bona Fide Residence Test or the Physical Presence Test.
It can be. The US does not automatically recognize foreign tax wrappers the same way the local country does. Some local investment funds can also create additional US reporting issues, including PFIC reporting.
Possibly not, depending on where you live and whether a Totalization Agreement applies. These agreements can help prevent double Social Security or pension contributions between the US and certain countries.
